Searing Gorge lockboxes

I've spent couple of hours roaming around The Slag pits to lvl up my lockpicking. I HAVENT FOUND A SINGLE LOCKBOX . They're supposed to spawn there and spawn quickly (according to comments).
Is it bugged? There were no rogues around to lockpick them before me.

I'm having the same issue right now! I've been running around the lower and upper slag pit for over an hour and there are no rogues here and not a single lockbox to be found. I don't understand...
