Does not stack, you will have only the highest effect. So that enchant will give you nothing.
Does not stack. Best to go 2/2 fleet footed in dungeons/early game, then go into vigor+rupture for endgame ICC and rely on your sprint+engi boots to keep yourself on the target and forgo speed talents/enchants entirely
