How tf should i gear up level 80 still cant do hc dungeons, nobody is doing dungeons, i need to wait every time 30-60min for 1 dungeon....

Do quests in Icecrown, do normal ToC5 farm. Get some cheap blues from auction.
Fresh 80 can just buy some 187/200 items and get into HC, only need a avg. of 180ilvl :)
