Question on Hit Rating and Spell Pen as Resto

First time Shaman player on Lordaeron looking to gear for 2v2s here.
Most guides don't even mention Hit and Spell pen caps so I'm confused as to how much or if I should get it at all and why as a Resto Shaman.
From what I've read in a couple sources, soft hit cap should be 4 to 5% and spell pen should be 130 if I want to hit Purges 100% of the time. Is this correct?
Should I prioritize those numbers as a newly equipped character with only honor gear?

For arena y, you need those stats. I played rdudu years ago and I think its same, %4 hit + 75/130 spell pene (maybe stick with 130 pene since you wont have option to change offhand between haste/pene.).
