Making a Addon and I need help finding a plugin

Am I allowed to make an addon that merges two useful addon and I need to find a GLP plugin for GIMP, Any clue where I could find the installation? I'm trying to find it using Github and all types of other websites but I can't seem to find the plugin.

What is a GLP plugin and what do you need it for?
