I have checked my fly skills, it shows I have learned all fly skills including fast speed which suppoesed to be 280% speed, but it shows 150% speed, how to fix this issue?

You have to buy a 280% mount.
Artisan flying unlocked? Buy 280% mount, the basic mounts you get at lvl 60 only go up 150%.
