Did they change the drop rate? I haven't gotten one in 2-3 weeks, and I've done 2xtoc10, 2xtoc25, 2xvoa25 and probably won like 30 BGs.

In the past two raid lockout periods I got total of 1 with about 47 boss kills. It's just RNG, nothing else, sometimes it gives, sometimes it takes.
I got 1x today, just don't think about it and it will drop.
Btw got it today from TOC10 nm.
