So I tried to play without caring as to why this was happening, but its really bad. Essentially that red text in the top middle section of the screen that is supposed to come up saying "Target not in line of sight" or "You must be facing your target" does not seem to show up for me and I don't know why.
I use ElvUI and Miks scrolling combat text, i couldnt find the option there either.

ElvUI should have an option to toggle on/off the red error lines. Check under combat settings for starters.
I cannot seem to find a combat setting, or a red error line setting anywhere. is there something else?
It was under General - General - Hide Error Text.
If you need macro to fully hide it:
/run UIErrorsFrame:Hide()
and to show it:
/run UIErrorsFrame:Show()
in the case of only clearing it (may or may not work):
/run UIErrorsFrame:Clear()
