I've never had an issue. To be fair, the amount of druids I've leveled is in low single digits.
I also don't recall not being able to learn that spell. Did you do start the "bear form" quest chain, OP?
[edit] According to wowhead, you should take the introduction quest (i.e. "Heeding the call"), and the very next one should teach you that spell.
How about the Revive spell, don't get it here?
