owlkin frenzy HELP

Who knows how this talent should work?

When you are in the form of an owl and the talent "Owlkin's Frenzy" is activated from an enemy attack, then throughout the entire time the talent is activated, it should increase ALL DAMAGE AT THIS MOMENT, from dots and from stream spells and "Starfall"

When the effect of the talent ends, ALL ACTUAL DAMAGE, including from dots, must return to its original value, that is, to when it was used.

OR

When you are in the form of an owl and the talent “Owlkin frenzy” is activated from an enemy attack, it increases the damage ONLY from spells that were USED AFTER the talent was activated.

If you use “Moonfire” or “Insect Swarm” “Starfall” “Thunderstorm” after activating the “Owlkin frenzy” talent, it increases their damage and periodic damage for the entire duration of the abilities and the DOTs themselves, meaning they deal increased damage even when “Owlkin frenzy” is no longer active.

Would look at it the other way as in does <insert spell name> snapshots dmg modifiers when casted or is it looking up current modifiers on each of it's tick.
