Which one? There's several. Cheese for the proc, threatplates for the nameplates (I think) and platebuffs for the debuffs.

I'm referring to the blue bar above the target and the debuffs.
I checked but it's not threatplate. It will be some other addons.

Looks like Bajheera ThreatPlates profile. Is this a warmane player?

Threat plates are highly customizable. You can def make it look like that.
