Request to have an occupied character name.

Every now and then I keep on trying to create a character with a specific name but it never seems to be open, and it has been a few years ever since I started trying to get this specific name.

Whenever I try it keeps saying that it's occupied but I have never seen this person online.
Is there any way to get it? I have not seen this character being cleaned out at any month nor day no matter how long I wait.

You only need to login a character once a year to keep the name.

You can get it right after inactivity cleanup. If that player is inactive, obviously.
Free up space in your account, after cleanup is done, log in with lightning speed and make that character, since there are probably 100 other dudes aiming for the same name.
