Turbo-Charged Flying Machine Control Recipe Issue

Hello,

I am playing on the Wrath of the Lich King server in Warmane, and I have reached 450 Engineering. However, I cannot find the recipe for Turbo-Charged Flying Machine Control.

I have checked with the Engineering trainer in Dalaran, but the recipe is not available. I can craft the basic Flying Machine mount, but I am unable to make the improved version.

Could you please assist me? Is this a bug, or is there another requirement I am missing?

It's only available from the engineering trainers in Shadowmoon Valley.
