Glancing Blow

Hi everyone, I have a question about Glancing, can someone experienced in the subject tell me why I get 30% to 34% glancing in melee attacks?
This happens to me in ICC 25h, Voa, Toc, etc.
I am a Bis retri paladin.

24% of your white attacks against bosses (skull level) will be glancing blows.

I know, but why do I have glancing above 30% on all the bosses? Could you see the photo?

You should be more concerned with your undercapped hit rating.

This ain't true. Bis boots are from RS25H, bis ring too. WFS hc isn't your bis trinket, STS hc is. Tiny Abom normal is also not bis, but technically the difference is only the threshold on the effect, hit is the same. You're also using the wrong libram. Too much expertise as well.

I have all of that except tiny HC, and I have over 30% glancing with any trinket
