The Sons of Hodir camp has incorrect phasing, I don't see the quartermaster and can't buy the enchantment, even though I completed the pre-quest a long time ago.
You need to reach the quest Forging an Alliance.
If you're not sure where you left off, you can open a Game Master ticket , they can check and let you know exactly which quest you're on.
Make sure to check thorim again.
