I'm getting the daily quests showing as duplicates from the quest giver (one issue), and when completing the quest where XP is included I don't actually gain the XP (second and main issue).
Is this happening for anyone else?

I don't know if that's the case here, but usually dailies only give experience the first time they are completed.
