Old accaunt recovery, email in use, no recovery email recived.

I had an account around 2020–2021. I tried to recover it using my email, but I never received any recovery email — not even in my spam folder.

After that, I tried to register a new account using the same email, but the system tells me that this email is already in use, so I can't register again.

Could you please help me recover my old account or release the email so I can use it for a new one?

Also, I’d like to ask: is it possible that older accounts were frozen or deleted during the time I was inactive?
