When I hit level 55 on my character in Onyxia, could I make a DK in ICC realm. When I tried creating a character I think it said "You must have one character over level 55 on any realm".

No, that won't work.
As far as I remember, if you have donated once - you can create a DK on any realm without having any level 55 character.
