It's allowed to broadcast a key to multiple wow instances as long as direct input from the user is required. One click/press one action. Aka Multiboxing.
It's not allowed to automate the process. For expl, to send every X seconds a key to a wow instance w/o direct input from the user. Aka Botting.
Yet rumors has it an certain "addon" can do that and everybody uses it... to join wintergrasp while afk.
