Pretty sure you can do this with addons
I know but the whole point of this is that even for regular people trying to setup a raid is hard as your messages gets banished in the chat after 1 second. You are requiring the whole population of the server to install spam filter addons just because for example in Icecrown people like Belma, Elwa or Dotaisfire are constantly 8x spamming in the chat for LOD boosts selling, its crazy!
Addons that filter chat messages based on blacklisted words. There's probably an addon to throttle spam as well (ElvUI has it built in).
Unfortunately, the chats in the capital cities (/1 and /2) and Global are unusable because of a few spammers who post the same advertisement every 10 seconds. It also seems to me that Global chat is enabled by default for new chars. It would be great if Global chat wasn't automatically enabled for new chars and if something could be done about the huge amount of repetitive spam messages. There should be a limit.
Yell, city, trade, recruitment and LFG channels could use some throttling, but not to extent of how global channel is. Since global is 1 message per minute or something, people spam channels that aren't that restricted, while still spamming global as well.
Mostly those channels are used to advertise and move to whispers. Not back and forth messaging between players on that channel, meaning some 15/30 sec restriction should help to reduce the spam without intervening normal socialization to a great degree.
Neat if it's only implemented to major cities' channels only. Leaving leveling zones alone, unless they get spammed too.
I think the last time I didn't automatically close global chat and not bother looking at it was around 2013 or so.
I suggest looking into joining some of those guilds that invite everyone and anyone as soon as they make a charr as a secondary "global" channel.
It's what I do from alts to find randoms for content.
