why does the hunter use RS HC ring for pvp?

I have a doubt regarding the class in terms of PvP, why is the RS HC ring used, if the reputation one gives a burst buff and has 'better stats' besides, if with the gear and talents you have the hit cap, why overcap?

From what I gathered when friends were discussing this.

They have the same stats, and every single value is worse.
