Did the staff modify the spawnrates of the Everfrost Chips in the area and close of Sons of Hodir? There's nothing disclosed in the changelog that i can find unless im blind, and if they did is it a fix related to blizzlike spawnrates?

Yes, it was changed, but it's not in the changelog yet.
