when is ulduar??

Ive noticed that at times both onyxia and icecrown are maxxed out at 12k population. When onyxia finishes progression and characters are moved into icecrown, will the max population be adjusted? I know 24k is prob unrealistic and maybe 15k makes more sense. Has there been any word?

I'm pretty sure there won't be an increase in population, since the limit is of a technical nature. Servers just aren't build to withstand so many people online at once, so they have to have a limit of people playing.
