He does, with the old Stag method. Got him week or two ago. But due to crashes crap happens with timers.

The stag method? I thought that was for the spawn location in the snowy area east of Amberpine Lodge. Someone posted they had hotfixed him to only spawn at the retail location next to the lodge.
