Sadly I gave up on this after it was announced to be fixed since Stormstout. No point getting my hopes until I actually see it in game. For something that's so easily fixed as I still can'y understand whats the delay.
Kaer said in 1 Q&A in the past that they can activate cloud serpent riding but they will not before quest chain is fully scripted so probably quest chain is not scripted yet.
That's what I am thinking for months...
