When you say release has already happened.. do you mean release of Wrath? or the release of the realm ?

Release of the server Lordaeron.
Those things could change in the future, I don't know, but that part that was quoted is in the past already. Those were unconfirmed for the server opening, it wasn't decided yet, but you can see the server without those features, so the decision taken is obvious.

OK thanks for clearing that up, well hopefully one day they will include both race change and faction change :)

@Obnoxious hey mate what about Name Change ? Can u say anything about it this wont hurt the realm in any aspect.

That has always been a basic design feature, it wasn't even in the "to be decided" list.
It also has been there since Lordaeron was announced, so people should have picked names they saw as permanent. Names are important, not disposable, they are what you're recognized for, both the good and the bad. They aren't meant to just be changed when you want to reset your reputation.
Could this change in the future? I don't know. Better to not count on it, and if it happens some day, be glad.

If someone enjoys abusing others. Cmon u can not be serious, just troll. Abuser Insults abused. I am not talking about normal ganking, which btw is totally ok.
Example: U have char lvl 39 and u try return quest about an hour, and someone lvl 70 camp u stealthed, repeated killing you becourse his mental state got power and feeds others pain. he won't get honor points or any other rewards, only enjoy ruining lowbies gametime.
