Thats false, 3.1 Heroics still dropped Heroism, Nax 10 still drops Heroism, and Nax 25 still drops Valor.
Only with 3.2 did Heroics and all the lower raids drop Conquest.

No, heroic dungeon bosses aren`t supposed to drop EoVs during 3.1. The 'streamlining' change didn`t occur until 3.2. If you were to actually read those patch notes, it would`ve been crystal clear to you.

the 3.1.0 note of the website you linked elaborates not a single thing about emblems in any of the raid.

In fact here is a simple two lines from Blizzard on 3.1.0 patch

"Badges and Emblems looted off of any dungeon bosses by a member of the party or raid will automatically be given to all eligible party or raid members. Party or raid members must still be inside the instance to receive Badges or Emblems."

They did not officially announced anything much about it, but yes emblems in heroic dungeons were updated !
