Can you do Ulduar 10 NM with Naxx 10 gear ? Guess not .... so your statement (sarcasm) is kind of wrong
Naxx 10 = T7
Naxx 25 = T 7.5
Ulduar 10 = T8
Ulduar 25 = T 8.5
