It just wouldn't make any sense to transfer Lord to Cata , when the progression is done . I suggest that once Lords progression is complete at some point , do the same for Neth , begin a new with only BWD , BOT , TOT4W and Baradin Hold and progress through the content . I know this might seem a bad idea for some that already play on Neth and have farmed a lot to get end game items , but I am just throwing Ideas here which for me sounds cool . Cheers ! :)
A possibility which I have always thought of could be once ICC have been cleared, RS etc - After substantial time have passed (6 months or something), maybe allowing copying of characters from Lordaeron to the Cataclysm realm.
This would allow players to keep playing their Lordaeron characters, but also being able to progress on Cataclysm realms.
Yes, it would give them a high level on the Cataclysm realm, but they have leveled it themselves, so I do not se any issues with that.
In regards to economy, you could impose some rule about no items are transferred over except for currently equipped items and legendaries, or BoP items in some manner. This would limit the impact on the Cataclysm realm, whilst still make sure both Lordaeron and the Cataclysm realm would live on and prosper.

Just wait and see, the money has to come from somewhere afterall.
Ofc that the best solution would be transferring on a new cata realm like they did with 1st Loredaeron > Frostwolf.
