I am from Lordaeron (buffed raids) and when I was around 5.6k GS I was also very frustrated that it was hard to get into any end raid like ICC or RS.
Then I got into a guild, geared to 6k and started to make and lead my own ICC25 pugs. At start I wanted to be nice and started with few pugs with 5.6+gs and those were a fkn nightmare. People doing 5k DPS, Hunters don't use steady shot in their rotation, people don't know mechanics even when they have achievement (probably got carried and was lucky to never get any boss mechanics), paladins using flash of light as main heal and every crazy stuff you can imagine.
Then I understood why people does those high GS requirements for raids, to avoid fiestas like that and I started doing the same. Now my ICC25 pugs are 5.9+ requirement and if we are lucky we can kill 10 bosses (remember Lordaeron buffed raids).

People ask for inflated gear scores because:
1. They know people suck and just bought their gear
2. They suck and want to get carried
About the whole reserving thing. If it's your raid fine as long as people KNOW they aren't getting a shot at it. Or after you fill soft reserve loot for the balance of the raid... well for 10/25 ICC. If it's a 10 ICC and your requirement is 5.8 people only need like 1 or 2 pieces or are gearing for off specs.
Scary thing I got into a Naxx 10 "Dedicated few" run on a gearing alt and had to swap to my main and lead because HALF THE RAID DOESN'T KNOW HOW TO DO NAXX.. I'm talking ICC 25 geared tank/dps and Valanyr wielding healers. They think they can just brute force it... and yes gear gets you somewhere but certain mechanics will wipe you. I've been in Ulduar raids watching ICC geared player FAIL the dps checks too.
Some people need to change their posts in global to "Carry me I suck" or have some kind of gold buy in for the raid where you at least get some kind of compensation for being a meaningful participating member, I'm not fully asking for GDKP type raids. And the posts "LFM ICC 5.9 carrying 1 low" I don't join because why am I wasting my time to give your friend a free ride?
Some indicator of where on the suck to raider spectrum a player lies might be nice, or man up and say "Bud I don't have hands today" because hey we all screw up at times.
