It has not. I can not create an account on any browser.
Recovery option is also not working. Nothing happens after clicking the recovery button :(

Can confirm that this is still an issue. Friend cannot create an account on PC or his phone no matter what he tries. Captcha is instantly "succeeded" when opening the create account and / or login page and after typing in all the details it says that the captcha failed. Clearing cache, cookies etc... does not help.
