You've been playing Wrath far too long, come Cata where Pala is more balanced, HoP/Bubble have a debuff, and I only use a (strength) Sword and Shield when I'm being trained. :D

That particular bit about Divine Shield and Hand of Protection is a reference to pre-WotLK eras. Same as Reckoning bomb. Cata Rets are better in design than their previous counterparts, but I wouldn't say that they are more balanced per-se. MoP Rets are the best thus far regarding balance.
