It does not require any sort of majority to want such a realm. It only requires enough to make it relevant. Obviously there is enough interest, else we wouldn't have Lordaeron in a test state at the moment. Also, whether or not there is such a realm is strictly up to the staff. The factors that are taken into regard when opening or closing any realm, be it 1x or otherwise, is solely at the discretion of the staff. This whole argument is moot.
From what I can understand of your posts, you don't seem to understand the design concept behind the game in its original iteration, or that anything other than "1x", as people have to call it in the wow-private-server world, is a simple by-product of the original "fun servers" and servers that increased exp gain due to the lack of leveling content on original game emulators. To say that "1x" should not exist or that people should not or do not enjoy it is naive at best.
There were many more factors involved in it than that. I'm also sure that some of our older members can recall the popularity of our first low-rate realm, Frostwolf, in its original iteration during the WotLK private-server era. Also, as I said above, this is a judgment call to be made by the staff and by the staff only. You are welcome to your opinion, but please, do not try to force that opinion on others and insist that others are not welcome to their own opinion.
