But then again. My solo rating is like 3100. And I try to pick heroes that my team says they're good with. I've played enough games where people will want a hero and it'll be their first time playing that hero. I actually played with an OD a few days ago and when the game started he said, "this is my first time playing OD." And he had the option to choose 3 other heroes.

She's a hero who's based around having something to follow up her initiation, also needs someone who combos well with her (potm/gyro). If I was solo queueing then I wouldn't wanna rely on a random to pick a proper follow up for my naga. So yea, I understand why people don't pick her.
Honestly speaking, the line up has a lot of issues. You have no decent mid lane at all, your safe lane won't have a good time either and your off lane is something that I personally don't like to much (not a NP fan here). Since you are so much into kotl, try catching a friend and ask him to play cancer lancer with you. As long as he know's how to press lance everytime your chakra magic is off cd, you win the lane.
