Yep. Loot is not normal, but i think its must be this way, because of this "dynamic event something" and mobs respawn time. They cant fix it, without lowering mobs respawn time imo, but im not some dev , its just logic to me :p
I think Kupeczka is right, I can't explain it properly due to lack of words and proper sentencing, but try to think of it like this, the more you kill, the often the item drops. If one item drops out of every 50 mobs, at this respawn rate you kill 50 mobs quite quickly therefor the item will drop more often.
At least that's my thinking behind it, it could be wrong.
All mobs in hellfire peninsula have bugged loot table and that is rather normal. They drop greens, blues cloths in crazy amount especially demons near gate ( with that quest using green thing to destroy two small gates ). If you are fast killer you can make 500 gold per hour. And that's a stock tbc loot table bug not fixed long long time. Just exploit. Wrathguards, Maidens of pain etc they are the best - simply demons with lvl less than 60 or 60 max near the starting quest zone.
This needs to be fixed asap

I was informed that the drop chances have been tweaked (don't have an exact time).
Is it still consistently happening?
Didn't get a single green or blue drop during all the Terrokar quests.
So farm low level hp demons before they path it ^^
