One person won the roll, you ignored their roll and gave it to someone else, without any raid rule backing that up, the actual winner of the roll reported you and you got the due punishment.

Why do you keep using priests rolling on "LK staff" as an example of possible ninjalooting? It's completely fine if casters(not just priests) roll that/those staff/staves(10man is spellpower crit haste, 25man is spirit spellpower haste). In your case, as stated before me, it's about you not distributing loot properly as a RL/ML.

I'm arguing, that a retry can roll for all polearms just because he can use it and there are shovel builds that can use agility :). 1) Agi, AP, hit and arpen are 100% hunter stats. They are not part of a "shovel build"
