Hite ratting cap for Pvp?

Does anyone know what the desirable hit rating is for PvP?

And what is the relation between hit rating and spell penetration?

spell pen is not hit.

Players have magic resist due to spells, racial,... the stronger resist spell is aura paladin. So spell pen is cap on it, that mean 130 hard cap, and 80 (not sure about this one) soft cap.
hit cap is 5% (130), below you can miss.
