How may I cast Scorch while moving?

I didn't played much in Wotlk, so I don't know exactly how work this issue here.

As far as I know it is able to cast Scorch while moving, but I don't know what talent or glyph do this?
Or maybe this effect only available on newer contents?

Could someone tell me how work this is?

that option is added in cata

Well....technically if hot streak procs you can cast it while moving

If you play from Philippines and you have 1200 ms everything is possible
