Greetings,
I suspect Permafrost 3/3 in not reducing target's healing received by 20%. I play on Blackrock. I dueled a number of times with and without chill effects and the healer said there is no difference in numbers. Can someone confirm it actually reduces healing or not? I am intended to submit a bug on bugtracker in case there is no certainty in this talent.
