Are the Darkmoon Faire prizes bugged?

I have seen a lot of people at the darkmoon faire and thought I would check it out. I got some prize tickets and got the lesser darkmoon prize. When I opened the bag there was nothing in it. So I got some more tickets and got the minor darkmoon prize. There was nothing in that reward bag either. I am wondering what people are doing at the faire if the prizes dont work. Are other people getting prizes and I am just unlucky or are there other things to do that I haven't seen yet?
