In order to complete the "Playing with fire" quest, I need to talk with a Master fire eater in any alliance city. However, I don't saw them in Ironforge or Stormwind. Could anyone help me?

that quest and NPC are part of midsummer event, which has ended, so unfortunately, you cannot complete it until next year
