Random Dungeon Finder Question

Hi All, I played WOLTK before and just returned again after 7years? Im just wondering why me and my friends can't queue RDF?

I'm level 44
When i queue with my level 44 and 41 friend we can queue RDF but when our friend whos level 22 join the party, suddenly we can't queue RDF anymore. AS far as i remember RDF before was accessible regardless of what level you are since your items and skills will auto adjust base on the dungeon level right? or is there a max level cap now?
