Information on combo points depleting after target dies

Hi everyone, not sure if this is the best place to ask but does anyone have some sources regarding the fix to combo points depleting off the target when it dies?

I recently came back to the game and i remember using the combo points in dead targets to refresh savage roar.
From this thread it seems it was possible.

I looked at the patch notes in between 3.3.5 and 4.2 but didnt find anything related to changes in the combo point system.
