I just got The Empire of Zul'Drak Achie today - this worked fine for me, teleporting using the upper chamber.

(4080, i5 13600K, 32GB ram)

I would say this is a "you" issue. I have leveled multiple Blood Elves (currently leveling one right now) and have had no such issues.
