It’s dropped maybe 4 times over the past year for me, however 3 of those times I was on my 60 twink.
Works for me fine I even see it adds x3 sometimes.
Had it drop right after molt-down on last boss in VOA. I can imagine as with any mount it's a really low drop rate and he fact that no one does the last boss makes it even lower.
