You dont have any other options really. As people above mentioned you should start doing Heroic Walk-ins now and buy emblem gear for upgrades. Then at 3.4k start looking for OS 10/25 and VoA 10/25...
Then I guess no one has obtained them in-game yet and donating for them before a player has obtained them from playing isn't really fair.
Idk about Argent, but Ebon Blade and Wyrmrest Accord work with CoS, Halls of Lightning and Oculus but don't give rep in Utgarde.
