If you want to hit max level and then go camp lvl 20s in south shore play human paladin.

If you want to be 500 IQ in battle grounds play nelf hunt/druid

If you want to do PvE or just any kind...

Mathematically druids have the highest ehp, plus you can go cat and pump good dps in your tanking gear.

BUT paladin + dk is the best tanking duo in terms of raid buffs, utility and flexibility.

To be fair, most bosses in Naxx have never had enrage timers so if you understand the tactics, don't die and use mana cooldowns appropriately there's no reason why scaling would affect difficulty.
