Why not just make arrangements anyway? Also they probably don't announce it precicesly for that reason.

It's fair, when you are rich. You just stack up on Portable Holes or Primos, to work around the 50% and reduce it to about 10-25%. Even lower, if you don't quicksell and wait out the "buyers time"...
