Emblems from quests is not a thing in WotLK, that's just another BS change that Blizz recently added to classic.
Don't use wowhead, it's not accurate.

You can get to around 5.5 with BoEs, EoT gear and ashen verdict rep. Points also help a lot - buy trinkets/weapon/shield/offhand ilvl 239.
