Private servers have implemented xfaction to various degrees of success, and Blizzard themselves are adding xfaction to retail (idk what their moves are for classic servers)
I think the concern is not about supposed imbalances in racial traits for PvP and PvE, but a macro level of 2 communities (namely the alliance community) are unable to form large scale content stuff...
